scratch- and carbon crud-removal?

After grinding bevels, are there aggressive polishing wheels available to remove file marks and scratches and after-heat-treat carbon "crud"? Recently purchased Scotch-Brite wheel that adds shine, but DOES NOT remove scratches. Are more aggressive wheels available? What are they called? Who sells them? Do they require buffing compounds? Grease-based or dry?
Used to draw-file such marks, but can only find crappy imported files these days. Any source of quality files recommended? Any advice appreciated! -- paulallen, greencastle, IN

File marks and deep scratches best removed on a cooled, low-grit grinding belt in my use, but I am not a professional knife maker by any stretch of the imagination and I own a hobby belt-grinder and not wheels.
