I'm looking for a knife as similar as possible to a Rat 3 or Rat 4 but in stainless, I want a stainless fixed blade with 3 to 4 inch plain edge with full tang and a choil, any suggestions?

Thanks

Needed immediately, or are you willing to wait for the 440C ESEE 4? T-K-C has a notification form on their web site for when it's available and it's listed as part of their 2013 lineup, so it shouldn't be too long, now.

The new Busse Mean Street in a double cut finish might be a good choice for you. Check out their website.

Check out Survive Knives GSO-4.1 in M390 if you want stainless.
The Rodent 4 is sweet but SR101 is not stainless and does rust.
The Mean Street is also gonna be epic but DC INFI will spot if not taken care of.

This is a great option if you can live without Micarta.

You can get an F1 Fallkniven in micarta. Either a Bark River rehandle - a couple different dealers sell them, or a factory micarta. Although the price would be more than a Rat 3 or 4. Good luck in your search. I've had a lot of different knives over the years and had a F1 for a while, but sold it. And after being without it for a year or so, I realize just how much I used it and missed it. So, last week, I got a new F1.

Bark River Gunny in S35VN is the closest that sprints to mind. 4" blade, micarta scales, full tang, but no choil.

Or maybe a Spyderco Street Beat? Not the same type of choil as the Rats, but still gets your finger very close to the edge for fine control.
