What model is the best.Needs to be about the same size as a Luminox seal ll,quartz movement and made in Japan.

You dead set on a quartz Seiko diver? I have a Seiko Automatic and a Hamilton Quartz posted in the For Sale Gadgets and Gear forum that I could make you pretty good deals on.

The best is a hard thing to nail down. A lot of the guys over at the Seiko Citizen watch forum would tell you that the Seiko Prospex 'Tuna Can' 300m Diver would be the best quartz Seiko, but is is BIG and not cheap: http://www.chronograph.com/store/mli_viewItem.asp?idproduct=28 Too big for me though, I would be more enclined to get one of these: http://www.chronograph.com/store/mli_viewItem.asp?idproduct=31

There are lots of good deals over on the Seiko Citizen Trading Forum. Used quartz Seikos tend to sell for a lot less than their automatic or kinetic brothers. The Citizen Eco-Drive divers also tend to be well thought of, but the lum is generally not quite as nice as on the Seikos. Check with Josh aka Rhesesfeces; I have bought many watches from him and he is always a great guy to deal with.

What sort of price range do you want to stay in? Do you plan to wear it on a strap or a bracelet?

These are all pretty nice:

I just like the batery better.I plan to wear it on a strap like comes on the luminox seal 2 and would like it about the same size.
I am leaning more toward a steel seal.
