Serrated Blade measurement

I heard a rumor that when complying w/ blade measurement laws the actual blade begins where the serration ends because the serrated portion is considered a "tool". For example I own a 3.75 inch CRKT but since 1 inch of it is serrated that I might still be able to carry it even though the law here in WA is 3 1/2 inches. Any body know if this is just b/s?

That's BS man.

They measure (usually) from the top of the handle (when open) to the end of the blade.

I've heard some people say they measure from the pivot to the end of the blade but that's incorrect.
