If their advertisements can be believed, Shapleigh had their own factory for making many hand tools, including axes and hatchets (though I know things like their pocketknives were made by other factories & marked with their brand). Here's a couple scans from my great grandpa's 1923 Shapleigh catalog; note the diagram showing harder crucible steel wrapped around a softer core:
