Sharpenablility of Mystery Stainless

Here is my question: Can you people who are good at sharpening get a good edge on China mystery stainless? Or does it have a maximum attainable sharpness?
 
I have seen some very coarse grained steel, if you break it, the structure looks almost like coarse sand. It is difficult to do much productive with that. Clark suggested awhile back leaving the edges filed which I do now on the occasion that I sharpen those blades. In general though, even the knives that you buy for a few dollars with unknown steel can get very sharp.

Some are sooo bad they won't take ANY edge. No matter what, you have a rounded bevel that a stone just rips chunks out of
