Sharpener Recomendation

Are there any good general purpose sharpeners in the $20. to $30. price range?

I'd say the best thing is to pick up a bunch of stones of different grit. I started out learning using pocket stones, and they are cheap enough that for ~30 bucks, you could pick up like 4 stones. Then look up some videos

Also find some rubber (tourniquets, ranger bands, whatever) to lay down to prevent the stones from sliding all over the place if you end up going with pocket stones
 
You can't get more general purpose than a phone book/mouse pad and some wet/dry sandpaper! It's easy on the pocket book as well.
