Sharpening a dull blade

So I recently purchased a junglas in the knife exchange and it arrived with a pretty dull edge. I've tried everything in my arsenal for sharpening and can't seem to get an edge. How can I get the edge started? I've thought about using a file but do not want to ruin it. What can I do?
 
Could you explain what exactly you tried? We might be able to help fix what you did wrong.
 
Well I've tried crox sticks,a coarse water stone, and when I first received it just stropping. ( I have a very small arsenal of sharpening supplies)
 
I think I probably do need something else, just not sure what. I also have an edgemaker, which didnt do anything either.
 
The coarse waterstone is enough to simply put a good secondary bevel on. You can then refine it with your sharpmaker. When using the waterstone its important to keep a consistent angle. Its so much important about the angle but how consistent you are with it.
Get a sharpie and mark all along the secondary bevel. This will tell you if your angle is consistent and helps you match the factory bevel.
By the way strops are useless unless you already have a sharp edge.
