Sharpening on tilted stone ?

I was looking through the posts and have a question about this.
When sharpening on a tilted stone is the whole blade held flat against the stone or is it still raised a bit?
It seems to me that if the blade is held flat does it not scratch the entire blade while drawing it acrost the stone
