sharpening spline of knife?

I've got a new knife that has a very sharp spine and allows me to throw great sparks on a ferro rod, I got a used knife in a trade and it doesn't throw nearly as good sparks- spine doesn't feel as sharp

tips/tricks on sharpening (squaring) spine of knife?
