Sharpening tool

Despite which "sharpening tool" I use. It's always worse.

You're not saying what knives you have?
What steels?
What sharpening tools you tried?
Your background/history?

It's hard to help without more data points.....

Some knives, some steels, some blade geometries are easier than others

From trying to help people here with sharpening lately I am starting to think :
if you weren't born " handy " and " mechanical "

run away !

Pay someone here to do it for you . ( I do not mean me )
They have grains and all of that. I think I lack the dexterity.
 
For those who struggle with more technical instructions, I just tell them to hold the knife by the handle with one hand, the back of the blade on the other, lock their wrists, and work the knife on a stone as if they were trying to take thin slices off it. Do this an equal amount on both sides until the edge no longer reflects light anywhere when looking straight into it under good light, and you can see your scratches reaching the very edge. Probably the simplest you can make it. Just imagining the lowest angle you'd be trying to take a slice off a block of cheese tends to get folks to intuit a "close enough" angle most of the time.
