What is the most effective yet inexpensive way to keep blades sharp? I have a sharpening stone and a small diamond coated rod, are those ok?
 
Depending on what grit the stone is, it could certainly work - does the knife(s) get sharp enough for your uses?

Not sure what your definition of inexpensive is, but I have found the Spyderco Sharpmaker is a super simple and effective way to get all my knives sharp. It may be a bit pricier than other alternatives, but it's so foolproof that I end up sharpening and therefore keeping my knives razor sharp at all times.
 
It's not the cheapest in terms of purchase price, but I'd have to say the Work Sharp Ken Onion Edition because it's fast. My time is worth something and I can sharpen 5-10 knives on it in the time it would take me to sharpen one or two on the Sharpmaker. I've got a review of the Work Sharp on my website.

What sort of stone is it? If a combination stone of reasonable quality, that and your diamond rod and perhaps some polishing compound will be good for the great majority of sharpening you might need.
