I have a Benchmade 635 that I sharpen on a Sharpmaker. The problem is that I raise a burr but can never remove it and end up having to strop it off. The burr just flip flops from side to side. It takes about 15 minutes of stropping on cardboard to remove it. Should I be able to remove the burr with the sharpmaker or just continue stropping.

Lately I have been following the advise from others and cutting the burr off at a considerable greater angle. Then with the burr gone, go back to the hone and angle used to create the burr you have just removed. This time try and stop sharpening just before the burr reforms. Bit hit and miss but get it right and you have a very sharp ,strong edge.

Try just lightening up on the pressure for the last few strokes.
Whisperlight the last few.

I find that the problem is often that you stay on the grays too long. On the grays is were you raise the largest burr. Try to count how many strokes you needed to raise the burr, that you can feel, then do five strokes less. If you still have an uncontrollable burr, to ten strokes less...etc.

Yes, you can cut it off and you should do this before stropping, what you are doing on cardboard is cracking off the burr, which is less than ideal. Cut it off on the Sharpmaker by using light pressure at an elevated angle.
