Tip #1: If BudK sells it, you probably don't want to buy it.

Tip #2: If you're friend isn't willing to shell out decent money for a known functional sword, he will probably be disappointed every time.

Tip #3: Join the SBG Sword Forum. The basis of the forum is finding swords that are available to those with minimal budgets.
 
Tip #4 If you buy a 130 dollar sword you will get a 130 dollar sword.
 
I cast another vote for "don't buy it." Have your friend save up for a Hanwei sword or something similar - much better and usable. The Hanwei's may not be as cool looking to your friend (although I think they are) and will cost significantly more, but they will definitely be better quality and will last for years.

It's very hard (although not impossible) to find a quality sword for $130. It is impossible to find a quality damascus sword for $130.
You don't say what you want the sword for. If you want to hang it on the wall, then it's just a matter of your tastes. If it's for anything besides that, I don't recommend it.

Avoid BudK at all costs. If they do happen to have a quality knife in their catalog, you can bet it'll be priced at full retail.

If he does not have a teacher, he will be practicing badly....if he does have a qualified teacher, he should follow that teacher's recommendation.
