Shipping charges on a Dealer Membership renewal???

I was also just trying to renew my golden membership. But surely not $38.00. 8 dollars priority shipping?
 
It seems to be happening on charges where you don't have an active paypal account for some reason. I have been manually refunding hte charges as they come in

Spark, I renewed my Gold upgrade last night, but account hasn’t upgraded. Also, I was charged an $8 shipping fee on upgrade payment.
