Shipping on a Gold upgrade?

Morning, I just upgraded to Gold and had to pay $8 shipping to paypal ($38 total). What gives? Also, how long will it take for my account to show as Gold so I can post in FS/Trade? Thanks

Spark, I renewed my Gold upgrade last night, but account hasn’t upgraded. Also, I was charged an $8 shipping fee on upgrade payment.
