Shop Equipment: Power Hammer vs. Forge Press

My criteria:

• Noise - I live in a neighborhood and my shop is my garage.
• Making Damascus - My primary use case. Making it by hand but have a bum shoulder.
• Value - Not looking for a brand name and also not looking for cheap. Looking for something that will hold up in terms of both performance and resale value.
