While bevel grinding I held my blade a few secs to long in one spot and got some dark spots on the edge. I am concerned this will cause issues when I heat treat. Should I normalize the blade first?

If so do I just heat it up to 1475 and allow to air cool? How many times?

The temper colours that form when grinding indicate around 200-300c, and only for a short time. That's too cool to have an effect on grain growth, carbide structure or carbon solubility, which are what are effected by normalisation.
So you don't need to normalise it. (assuming it was in a good condition before)
