Should I send this for a new blade and Polish or use as is?

Recently got this 503 script micarta scales. Should I send it in for a new blade? And have them Polish the stainless Bolsters?

Makes you wonder what the hell happened to some knives you see. This one included.
the owner likely saw it as a disposable item. they didn't know how to sharpen and went to a bench grinder. I've seen this many times here at work on folks sharpening their duct knives on a bench grinder. high amount of steel removed, still a terrible edge on top of it. they don't see the knife as lifetime product more of a use til I sharpen it to be useless and toss it and buy a new one.
