Are the Vic Soldier and Wenger Standard Issue the same knife? I think the Wenger has a metal loop for a fob, where pictures of the Vic do not.

I know Vic owns Wegner. It's just that a local store has the wegner for $19.99, which is a good price since there is no shipping.
 
They are both the issue knife of the Swiss Army. The only difference being that the Vic dosen't have a bail like the Wenger.

Years ago, prior to 1993, I think, the Victorinox Soldier model had a hollow rivet to use as an attachment point for a lanyard. It is small but much stronger than a "key ring". I found a sporting goods store that had one left on a display board (no papers or box but obviously new) and bought it for $10. I took a piece of MILSPEC parachut cord (actually parachute riser line) and removed the seven inner strands (to be used for other things), fed the sheath part only through the rivet (tight fit), and tied the ends together. It's very strong! I was afraid that a lanyard attached to a key ring might pull out if I snagged it when exiting a helecopter or other military vehicle.
