I know about a Skip Racing source, but I'm not sure what your post is about. What is skip tracing, anyway? You might get additional responses if a greater amount of detail is provided.

Skip tracing, if it means the same thing it meant since the 1940's is Bail Bondsman activity. Tracing those who skip bail.

skip tracing is finding (tracing) people who have left you holding the bag(skipped).
its another way of saying tracking people down who may or may not want to be found
