Small bBatch, Crucible Powder Steel?

Is it possible or feasible to craft small batches of knife steel a few pounds at a time from powders?

Can the materials be sourced in artesional quantities to compound knife steels by custom knife maker?

Something like this is done by those making batch billets for forging Wootz blades. My question is can this be done with modern powdered constituents for small batch crucible smelting?

You won’t get an even distribution of elements across the billet like you would with melting, atomizing, and HIPing.
