At that price range I would choose something by CRKT.
Sounds like a job for a Spyderco Delica FRN.
3" blade, good ergonomics, available in some good stainless steels, good lock, light, very utility, very pointy so I guess you could do some effective stabbing with it.
A new one would run around $50, used they are in the $35-$40 range.

He has a VG-10, AUS-8A and D2 variations. All under $50 (well, the VG-10 and D2 are exactly $50). BTW, I'm pretty sure that the Delica is a folder
