I have both and I prefer my 21. The action is smoother. I like the handle shape IMO it provides better control with out the ridges.
I prefer the Classic or 21, The regulator with the ridges feels very uncomfortable, I have 5 large & 1 small and there all Classic's, Went to the Janesville Wisconsin knife show today and worked some tables that a friend of mine had Gary Moore from Moore Cutlery. Got to play with all his Sebenza's and check em all out. Came home with a "Brand New P-Series with Unique Graphic's & Polish blade, With out question the finest Sebenza I ever handled and now own, The back side really makes it being flat with no pocket clip at all. Its over 15 years old and looks like they made it yesterday. Will post some pictures if the sun every decide to come back out in the Chicago Land Area.I like the 21. As for size, I carry a small in the office, and a large on the weekends. The large is a better food prep knife when I'm at the cabbin.
