Smith's pocket pal, does this sharpen high end knives?

I was looking for a decent sharpener to use and saw the pocket pal on youtube so I bought it, I tried it out on my H&K Mini Entourage and i swear it made the blade more dull, it cant even pass a paper test. But a day later I went to my friends house and used it on one of his crappy knives made in china and it made that thing sharp as hell and i only sharpened it for a few minutes... so does this thing not work with hard metals, if so would it sharpen if i just tried to sharpen it longer?
