The short answer is no--but I can't seem to remember how the arc lock works. Ron(@SOG) will hopefully pop in here and explain better. I believe both are patented by their respective companies so they may be similar in nature, but they have to be different in actual design.
 
As zenghost indicates, the design details are presumably different enough that they don't infringe on each other's patents.

I used to have a SOG Pentagon Elite II (nice knife if you need a folding dagger), and I have several Axis BM's, and the mechanisms work the same way, except that the button that you push to release the Arc-lock moves in an arc (hence "arc" lock I guess) instead of in a straight line along the axis of the knife (is that why they call it an "axis" lock? dunno). Both operate very smoothly and seem to be equivalent.

Yeah, what Miguel said. The arc lock is pinned at one end, and kind of rotates into, and out of a cut-out in the blade, or against a flat ramp, moving in an "arc" with a spring somewhere providing tension to keep the lock against the blade, whereas the axis lock moves horizontally along a track, and is not fixed on one end. Same concept, different execution. Either one is quite easy to operate, and I would assume, equally strong.
