Units like that were popular here in NZ about 10-12 years ago. They only ran on the solar cells and moved very little air - you could barely feel any breeze even on a sunny day. I think people bought them and threw them away a month or two later.
 
You use as much gas with your air conditioner on as with all of your windows rolled down, or so I've read. I wouldn't get it.
 
I have a functioning AC and use it ... it's for those 10-15 unbareable minutes while you are in the car trying to get it cool from being in the 112 degree sun. I figured with something that works it won't be so unbareable. Most days I have to be dressed up and it sucks having sweat back in a meeting. :D
 
Having the window cracked on both sides of the car, so air can flow through, is as good as one of those fans. Here are a couple of alternative solutions:

Wife's car does something interesting - hold down the remote Unlock button for a couple of seconds and all of the windows lower completely. The hot air in the car is exhausted before you even get to the vehicle.

Of course don't forget sunscreen and glasses. :)

I've seen those fans before, even better-powered fans that plug into the cig lighter don't move much air.

On hot days when I get out of work, I turn the key, but don't start it up, and let the windows go down. Start it up, and by then, enough air is moving that its bearable once the A/C starts to blow cold. I'm a big fatty, and I can bear that, but not for long.
 
If my previous two suggestions don't work for you, here's another:

I lived in Alb. for a year, and hot cars was a big downer. I used one of those reflective shades in the front window, with the side windows cracked. It made a huge difference. Leaving the moonroof tilted open also allows a great deal of the heat to excape, more than one of those fans for sure.

Another, more pricy option is a remote starter. Keep the ac on when you get out of your car. Start her up a few minutes before you get in.
