I am looking for a source for 1050 or 1060 low allow steel. I want the lowest Mn available. I know one of the suppliers around this forum carries it, but can't remember who???? I sent Kelly Kupples an email.

It seems likely that the 1050's steel will have a higher Mn content than you're hoping for, it may be worth trying some anyway. There's been some posts suggesting that lower carbon steels behave shallow hardening even with the Mn. As an example, the mentioned 1065 can form a nice hamon without special handling, but the effect may be more interesting as things get closer to the 1050 range.

Good luck with the search, Craig
