I am getting Spam that has the text offering me loans, viagra, etc, but they have found a way around the spam stopping filters by putting their text into a .gif file (picture) so that my filters can not read it and stop it.

Any ideas about how to stop this new spam?

Here's one idea that I like.

attachment.php

If a Mk 38 isn't possible, there's a setting somewhere in Outlook that prevents pictures from automatically loading. The mail will still be downloaded and you'll still waste bandwidth putting their .gifs on your hard drive, but at least you won't have to look at them.

I'm still trying to work the first option. They're hitting me quite regularly now, and not always in English.

What's your mail client? Webmail accounts (hotmail, yahoo! mail, gmail etc.) will usually have options that will block images from senders unless you have marked these senders as safe. I believe there are also options in some spam filters that allow you to block email that does not contain any text.

Use something like Mailwasher. It lets you look at the e-mail while it's still on the server. You can blacklist the SPAM. Mailwasher is free.
