Spanish notch, before or after heat treat?

after how bad I failed today, I am not giving any promises, but I would say that doing all but finish grinding before HT is probably a really good move.
 
Before, unless you want to ensure Nicholson's profits.

Seriously, though, before is no problem, after is endless filing. This both from experience.

Before, as in drill, rough file and file/sand/polish everything nice and smooth before.
 
Before, chances for messing up on first try are inherent even when the blade is not hard.
 
After with a carbide mill and good files otherwise before. :D Also regardless of when I make the cuts and hole I always bring the area that will be the Spanish notch to a spring temper with a very soft flame on my smallest brazing torch tip, so it's not as hard as the blade and more flexible. :)
