Speakers for TV/Home Theater

My brother has a really nice bigass plasma TV. He has no speakers for it. So everything looks great but sounds wimpy. I want to get him something that'll make things the way they should. But I know very little about home audio.

I'm looking at these, but I don't know if they'll simply plug into his TV and work, or if they'll only work with a receiver. If they only work with a receiver, what would be a good solution to improve his TV's sound (under $100 total)?
 
Those will require a separate receiver.

edit: actually I do have a suggestion. In that price range, you might look at computer speaker setups with stereo satellites and a sub from companies like Klipsch or Logitech.
 
I do not have any suggestions for your price range either.
We have the Bose set up with our tv.

That's what I was thinking, if option A wasn't feasible. I actually have my old Altec Lansing 4.1 computer speakers hooked up to my TV at home, since I stick with headphones on my comp now.

Connect to multiple sources: Simultaneously connect 6 audio sources including PCs, video game consoles, and DVD, CD & portable music players… and control it all from the Digital SoundTouch Control Center.

I've always been happy with sound from Altec Lansing computer speaker systems. NewEgg has quite a few in stock. Here's a surround sound set from them for $60:

Go down to the local junk yard and slip the guy $50 to let you go out and strip some car speakers and three "good" Stereos. Go to Radio Shack and buy a 12V converter for $30 and a spool of speaker wire for $10. Stop by the liquor store for a $10 bottle of wine or whiskey, you'll need it...

Connect the Left and right rear channel outputs to one stereo and connect two speakers. Connect the Left and Right front channel outputs to another stereo and connect four speakers. Connect the third stereo to your center channel and use four small speakers to get good dispersion of the dialog.

Get a copy of TopGun and use it to balance your system out evenly. Another good option is if you can find one of those old helicopter TV series on DVD...

If he has a home stereo with aux inputs you can just run through it for decent sound. Doesn't require any real work and will be a huge improvement in sound. Just go from audio out in the tv or dvd player to audio in on the receiver/amp.
