spider web rust on blades?

I have a couple of knives with what I have heard described as spider webs? They look like small rust spots but under magnification appear as groups of small pits which look somewhat like mice tracks in sawdust. On both these knives (bought on ebay) someone has unsuccessfully tried to polish or buff out these spots, leaving very fine scratches which are visible on at certain angles and lighting. Any suggestions as how I can fix this up?

Sorry I am new to this and posted a similar thread to this somewhere but have no idea where (I couldn't find it when I went back to look)
 
There are several chemicals you could try. Depending on what the handles are made of and how careful you want to be. I find that some good penetrating oil and steel wool/fine sandpaper can do wonders beyond what just an abrasive can do.

Remoil, Birchwood Casey's "Sheath" and several others would be fine. WD40 sucks at everything in my opinion. RemOil, Sheath, Hoppes #9 and "PB blaster" cover everything I need to do with various oil/solvent applications.
