I dropped my m4 tenacious on concrete from about two feet. The edge is fine but the radius on the spine microchiped. Knife was open when I dropped it. Is this considered normal for cpm m4 considering it's reputation for being very tough. I removed the chips with a ceramic rod.

Spine on tenacious m4 chipped when dropped

It's not that tough -- especially against concrete. But it is a nicely balanced steel, with better than average toughness and edge retention.
Larrin has M4 rated as 6.5 (out of 10) for toughness. (6 on edge retention)
By comparison, D2 is 3.5. (5 on edge retention)
3V is 9 (4.5 on edge retention)
Cruweaar is 8. (5 on edge retention)
But a lot depends on the hardness and heat treat.

I wouldn't blame the steel. A drop onto concrete is going to ding any alloy, particularly if it's a corner of the spine. I've erased a few similar dings with emery paper (come to think of it, I've accumulated a few dings myself 
).
