spot annealling how to?

I hardened my bolsters before drilling a relief spot for the pivot screw. Now I need to drill out a 3/16 hole approx 3/32 depth into the back of the bolster after hardening. Any sugestions? The material is high carbon damascus.

You can do it with a carbide drill bit,or if you can secure it well use a carbide endmill.

If those don't work for you...

Since it won't show,and you are just creating a clearance for the screw head,
have a go with a dremel and grinding wheel
 
Hi Steve. I have gone the way the numbers man suggested. You can get carbide burs that will do this very easily, but the stone tipped ones should get you by. Regards ! Frank
 
As for spot annealing that can be preformed with a Mapp gas torch. You heat a spot till red hot and while red hot slap it on the drill press and it will cut like hot butter. Lots of pressure and don't play with it, bore it thru. Its not real great on the drill bits but you will surprised how well you can cut the hardened steel, in a pinch!
You need to use a wet rag to wrap the blade, this keeps the heat from sinking over into the blade.
 
Well the MAPP torch worked like a charm. Since these were bolsters for a folder and I did not have to worry about ruining a temper, I used the torch on the spot I needed to mill out and slapped it real quick onto the mill. It cut fairly easy.
