Spots on coatings?

I have a bunch of coated blades, such as my MOD Scorpion and an EDI genisis, and I've noticed that there are spots developing over the surface (they kind of resemble rust spots) and for the life of me, I can figure out how to get rid of them:confused: . Anyone else notice this? any solutions?
 
Yeah, I "Tuff-Cloth" all my knifes, and just to clarify, the coating I have is Bt-2 or Black-T and similar types of coating. I thought that it might have been due to rust forming under the coating, but then I realized that' probably impossible. someone, please correct me if I'm wrong.
