When is a completely flat surface necessary? At any time during the sharpening stroke, you're only hitting a certain spot at a given time. A fairly flat stone good enough for almost all the sharpening tasks I can think of. The 2 things I can think of are razor blades and trying to get a pretty edge on a Scandi grind knife.
Shemp, I'm not trying to argue your point, just wondering how serious the issue is. I have a set of Spyderco ceramic stones and I haven't noticed a problem when I use them for normal curved edge knives. I agree that they are not absolutely flat, my bushcraft knife came out sharp but rather ugly. The waterstones did a better job at giving it a good looking edge.
