Normally, one blade to a packet.
If you are oil quenching a stainless or tool steel, you can put 3 or 4 small size blades in a packet, remove from the oven when it is quench time, cut the end off the packet, and dump all into the oil bath.
 
Recently I did a set of 12 aeb-l steak knives, I did 2 across and 3 high. .08 thick
So 2 packets total
I didn’t have any problems and it worked fine with plate quench
 
Harbeer, did you do those steak knifes with a single layer? Seems like somebody did some experiments with more than 2 layers allowing for extra thickness when soaking, but don't remember how many layers or the results.

I've done 3 or 4 AEB-L blades to a packet. I have put small blades two deep and allowed more time to soak to account for the extra thickness, then plate quench. For sure laying 2 or 3 blades a single layer deep wouldn't be any problem - should be the same as one large blade of same thickness.

When making folders I normally put backspring and blade in same packet for HT then plate quench.
 
I've done a couple birudashi in a single packet successfully, several times. I do them end-to-end, and both must be the same thickness for a plate quench inside the packet.
