American friend living overseas is trying to find a top quality source for stab-proof neck protectors to donate to local police/military via their non-profit org.
I see companies like BulletProofMe, EngardeBodyArmor, Safeguardclothing.....but not sure how they rate.

Any recommendations? Thanks.
