Recommendation? Stainless Steel vs Carbon Steel for Linerlock

I'm making a linerlock on a bit of a budget, so Titanium is not an option, unfortunately. I have access to an electric forge with a maximum temperature of 800 C, and a blowtorch.
That being said, which metal would be preferable?
 
Thanks for the advice. This is my first liner, can someone help me out and give me a step-by-step on the tempering?
 
Oops i read that wrong. Sorry. Those are my favorite steels for the most part. I prefer titanium for liner/frame locks.
