Hi

i like to watch NCIS and some time ago i saw a american flag wearn mirrored at the right arm of a military officer.
(you know what i mean? The stars at the right up corner)
Is this a TV-thing or what?

I hope noone feels insultet, i'm just curious.

That is correct. The idea is the soldier is walking forward (surely not backing up, that would imply retreating) and the flag is streaming out behind him.
 
You'll also see this when the flag is painted on the side of an aircraft or boat. It's always shown as if the craft is moving forward and the flag is being pulled behind it.
