first you need to find out what your laws are about it. the way I hear new york laws are really mess up. when you do that then you need to look at the crappy peper spray and see if it is a brand name peper spray.
New York places no restrictions on size or concentration of sprays. You can buy and carry high quality sprays like Fox, Def Tech, Sabre Red, etc.
However, it restricts how the spray can be legally obtained. Pepper Sprays designed for use against human adversaries must be purchased in person from a gun shop or pharmacy. It is illegal to purchase them online and most sellers will not ship to NY for this reason. While this is nearly unenforceable just for purchase and carry (sellers only voluntarily don't ship, the state of NY cannot actually force them), if you have occasion to use the spray, sources I checked indicate the police will investigate how you obtained it and will prosecute if it was bought illegally.
Animal repellant spray (which are more or less identical but have different labels slapped on the can
) may be purchased online however you please.

Remember, there could be inaccuracies and changes to the law. These folks try to keep a good updated list, but they cant always be perfect. And there is an old saying: You may beat the rap, but you cant beat the ride. Meaning, LEOs can arrest you for anything, even if they dont correctly understand the law, itll get sorted out in court. This is important to remember if pushing the boundary.

From what I understand, "New York: New York Residents may only purchase defense sprays from licensed Firearms Dealers or licensed Pharmacists in that state."
I would work with those people to see if they can get some Freeze +P if pepper spray is what you seek. From my understanding this is good stuff that civillians can have, but I'm not sure about your state. My information is from some of our local LEO and trainers who try to stay current in training and self defense techniques, but it was free, so YGWYPF.
I would also seek some training on it's use if I could. There was a video on youtube where some LEOs were tasing a perp and it had very little effect on him. Pepper sprays don't always work either. Your best tool will be using your head to avoid potential confrontations, sometimes our conditioning to be polite overrides those signals in our gut to get away from potential danger. Good luck!

Just remember that pepper spray is about useless against persons who are intoxicated or using narcotics. And some people just have a natural immunity. It's bets to use it only when you have an avenue of escape because it's not really good for anything but temporarily blinding someone, and then only if you can manage to get it straight into their eyes.
