Bernard Levine's page has links to the laws in all states.

Unfortunately, especially when it comes to balisongs, the law exists not so much in the law books, but in the case histories.

In most cases, it is illegal to carry a switchblade knife. But, is a balisong a form of switchblade? In some states, the courts have determined that it is. In others, the courts have held otherwise.

Unfortunately, researching the case history is a bit more difficult.

BTW, you will find that your state government does not have an answer desk for such things. That's right, the government is not in the business of telling you what is and what is not legal, especially in grey areas.

IMHO, your best bet is to just go down to the police station and ask them. After all they are the ones who will decide whether or not you are breaking the law when they catch you. It's always worked well for me.
