Well spring is on the way here, and I want to play with a Hawk this year. I've checked out atc and really like their tactical vietnam model
What I need to know is can it be thrown and where can a person learn to throw one of these things?

ATC's Tactical Vietnam hawk is an excellent piece & does throw very, very well. However, as Andy himself will tell you, it is not as suitable for throwing as the Ranger series because of its smaller eye. That disclaimer aside, mine has given me no problems & appears to be nearly indestructible.

Tomahawk Throwing -- good throwing insights including cautions against throwing too hard or adding wrist action

If you do decide to go with the Tactical Vietnam hawk, start out a full step closer to your target than is recomended in the above links. You can adjust your distance as you gain experience but I have found that the shorter handle on this model results in a faster rotation. Good luck & have fun!
