Steel blades from commercial snow plow

A question for a friend of mine. He has several large steel blades from snowplow that where left at his house when he bought it. Is it scrap yard material or good steel? And I mean 1 inch thick and very heavy almost 7 to 8 inch wide and some 10 feet long. Any help.
 
Chances are medium - high carbon steel in the 1060-1095 range, but it could even be s-7 or something like AR-500, which is common. You can only really use it and hope for the best or send out a piece for testing. For what it's worth, some makers have used them before with decent results.

Thanks for answer, he just wanted to know and since we dont have anything to cut them, looks like scrap to me.
