Steel identification

I work in an iron foundry and we use pneumatic chisels. I happened across a couple hundred pounds of broken ones and was wondering if anyone can identify the steel.

They are stamped on the tool end with: Tamco 1620 0 400
I'm not sure if there is any other markings on them, I can't make any out.
