Welcome to the forums. Probably the easiest steel to start with, if you are doing all those things yourself, is O1. It is also one of the cheapest. If you search this forum, you'll find all sorts of posts and links to tutorials and some very good books on the subject.
As a starting thought, I'd say start removing steel with whatever you have. A grining wheel - a side grinder - a sanding disc on an electric drill. From those rough beginnings, a belt sander is the best to get it to where you want it but draw filing will work very well too.
Many makers start with a kit and assemble it. Then they make a blade and have it heat treated professionally - and bit by bit they add to their skill set. It's easier to experience success in small steps.
