sterling knife identification help

I recently bought a knife but can't identify it. It doesn't have a traditional tang stamp on the blade. The markings are on the bail only. Please let me know if you can tell who the manufacturer is. Thank you in advance.

No matter how I blow up the last picture, I can't get it any clearer, it just looks odd.

I have roughly a 1000 knives I do sell them but keep the ones I consider highly collectible or rare. It started with Swiss Army knives but has grown.

No, I actually work for a company that sells alcohol to the marijuana industry and hand sanitizer industry. Webuyswissarmyknives is just my hobby. About 20 years ago I bought a lot of mostly Swiss Army knives from TSA roughly 1200 knives and they just sat untouched until recently. So I have been going through them and now buy smaller lots of interesting knives. I keep the ones I like and sell the others.
 
As long as somebody is not discussing having a business, they can ask identification questions. Just not questions of valuation and cannot discuss the business in any way.

As for the knife, I don't see anything to indicate size. But I would guess it was intended to be a watch fob knife for the end of a pocket watch chain, especially with it being sterling silver. Jewelers would purchase the blade and spring "inards", then supply the outer fancy parts. The jeweler would then sell the finished item. It would be unusual to find any marking from a cutler. The ring part would have attached to the watch chain. The marking would be the hallmark, which you might try researching.

Thank you. Here is one of the knives from my collection that I keep. It is a pre 1909 Army Suisse knife from what ultimately became Victorinox.

In regards to this knife, I took your advice and looked at pocket watch fob hallmarks and eventually found a similar knife. This is definitely a cigar cutter. I didn't realize that when the blade is folded, you can put pressure on the blade and push is through the circle cutting the cigar. Most of the cigar cutters similar to this are more innate and detailed, but I found a few plain ones that are similar.
