Have a nice sanded Elk handle that I would like to try a little "Stippling" design finish on.
Suggestions or point to a Tutorial that will help get me started
Main questions:
Will it work on Antler that is sanded smooth?
Done on a finished handle? or Just before final sanding?
Is there a faster way to get the effect than sitting there with a Punch and small hammer?

Want to try it on some Walnut as well

If I remember right Midway USA had a series of gunsmithing videos on youtube, one of which was how to do stippling. I have done it with a very small ball burr in a dremel, which might work better than a blunt nail and tack hammer in antler. Brownells sells stippling punches that do a larger area at one time as well. One key to get stippling to look professional is to put a border around the area with a checkering chisel. Practice on some hard wood and soft wood first so you develop a muscle memory with hitting the punch.
