I know a postal worker stole it because I sent it USPS priority and when it arrived the package was empty and it had been opened and resealed with the wrong postal tape. So unless the post office gives their packages to someone else for safe keeping let's them riffle through them and re-tape them, then I would say it was a USPS crook!
