Stones for free hand sharpening?

I would like to try and get more into free hand sharpening. The problem is I don't know where to start in terms of stones. I'd like a set that could bring a blade from very dull to hair whittling sharp but at the same time I don't want to spend an arm and a leg. So what would you guys recommend?
 
Most of my knives are carbon or 420hc, so this is what I tested this out on. I use a Norton coarse/fine india, a translucent Arkansas from Dans with a finish on a strop loaded with 0.5 micron crox. This gives me an edge that will shave and treetop arm hairs.

All in all this is about $150 in sharpening equipment.

Cheaper still is automotive papers for convex. About $50 for everything up to 1 micron polish.
