Strange Scissors, What are They?

I found this old pair of scissors and I don't know who else to ask.
Does anyone recognize this type ?

They are marked W.H.Morley and Sons on one side and Germany with a 4 leaf clover on the other.They also have a slot on them when they are closed and an adjustible thumbscrew between the blades.
They are 4.5 inches long from back of handles to the tip of blade.

Any help would be appreciated

I don't know but they might be button-hole scissors... think my mother had a pair that looked like that when I was a kid.
